Evaluation within the framework of HTL Q-SYS aims to supply information about the attainment of agreed-on quality objectives, contribute to external accountability and support the planning process via the future development objectives of the educational institution. The following guidelines have been laid down in particular: 

  • Feedback is obtained from all groups that are able to assess the quality of the educational institution directly or indirectly; in this way, the highest demands on data safety and anonymity are met. 
  • The evaluation is carried out at all system levels (school, school inspection, bm:ukk). Schools are the key stakeholders of quality development, thus bearing the main share of evaluation. 
  • Q-SYS also sees evaluation in a holistic dimension. As a consequence of this view it must be possible to compare and aggregate the results at school and provincial levels to be able to make statements across school and provincial boundaries. For this reason, centrally developed evaluation instruments are made available. 
  • Evaluation always aims to obtain feedback about an organisational unit (e.g. class, department or school) or a logical unit (e.g. area specialisation) (system feedback). In addition, all the people involved are recommended to obtain feedback from their personal sphere of activity (individual feedback). 
  • The focus of evaluation is on internal self-evaluation, i.e. a system level (e.g. school) initiates evaluation for its own level and also implements it. In addition, there is internal evaluation by external individuals, e.g. when graduates assess their school. Finally, selected quality objectives are specified also externally for cross-school evaluation.
